The Safety Risk Management Division (SRM) provides information regarding conformance to standards, hazards, safety risks and organizational health to Flight Standard Service. This branch is responsible for providing system management, systems standards, systems support, and systems evaluation work, as applicable, through quality management, quality assurance and quality control of FS programs and system. Serves as the Specialist performing specialized duties in one or more assigned program area based on their Aircraft General Aviation/Air Carrier operations/maintenance/avionics experience. The incumbent is responsible for the administration of critical and complex aviation safety analysis and evaluation programs designed to protect Federal Aviation Administration (FAA) facilities, employees, and the flying public from internal and external risks. Assists or serves as a Lead Inspector for assigned safety analysis and evaluation tasks, programs and projects. The position requires a knowledge of investigative techniques and the laws, rules, regulations, and objectives of the FAA; skill in interviewing, following leads, researching records, and preparing reports; and the ability to elicit information helpful to the investigation from persons in all walks of life. In this capacity, the incumbent must possess a broad, in-depth knowledge of the Federal Aviation Regulations (FARs), policies and procedures and the ability to resolve even the most difficult situations which may be encountered in the air transportation industry.
Prepares, reviews, and analyzes information obtained during routine field activities surveillance, inspection, incident response, incident reports, and investigative reports to determine trends. Conducts, monitors, and leads complex, comprehensive investigations, inspections, and evaluations for FAA Certificate Holders and/or Certificate Holding Offices. Prepares follow-up enforcement reports that may result in monetary penalties and other enforcement actions. Manages assigned FAA programs and performs assessments, documents analysis, and determines corrective actions required to mitigate or eliminate safety hazards and risks. Monitors compliance with applicable FAA policies, regulations, and agreements.
Evaluates and conducts analysis of various safety risk management programs that may be complex, controversial and sensitive in nature. Variations that must be considered occur in the Certificate Holders systems themselves, safety and quality management systems management, conditions of the facilities, physical environment, technical capabilities and the attitude of its employees toward the regulatory compliance and safety programs. Situations may be extremely fluid and subject to rapid and frequent change. Uncontrollable external mandates may require modifications or change of direction within short periods of time.
Reviews new or proposed laws, regulations, policies, rulings, etc. to identify impact on the management of assigned programs and projects involving investigations, inspections, analysis, and enforcement activities. Identifies alternatives, changes, revisions, etc. to assigned programs policies and procedures to eliminate risks and improve efficiency and effectiveness of performance. Maintains abroad, in-depth comprehensive and thorough understanding of regulations and policies, including new and pending changes to assure Accuracy of information used in administering regulatory policy and providing technical advice to the aviation industry and flying public. Initiates outreach efforts to improve compliance with FARs. Demonstrates leadership skills which encourage cooperation and joint efforts of stakeholders. Establishes and maintains appropriate liaison with the aviation industry, government officials, and law enforcement agencies essential to program effectiveness, Leverages Aviation Safety Programs concepts, Safety Management System principles, and Safety Assurance System data analysis to develop mutual approaches to achieving safety objectives.
