ESSENTIAL DUTIES AND ACCOUNTABILITIES

• Initiates purchase orders and maintains manual and electronic purchase order files.
• Prepares and submits proposals for over and above contract line items.
• Provides timely and accurate execution of billing documents (DD-250s).
• Projects and tracks monthly and annual sales.
• Coordinates with the Business Manager, Navy Programs to meet Company financial reporting requirements and to plan new and/or improve financial reporting capabilities.
• Reviews incoming and outgoing official contract correspondence for cost impact.
• Notifies vendor of approved and funded depot and ACI repairs. Initiates requisitions or blanket purchase order releases for depot, ACI and off-site emergency repairs.
• Issues goods received reports and approves invoices for payment upon completion.
• Interface with the customer on funding issues.
• Ensures compliance with applicable federal laws, including Sarbanes Oxley, Service Contract Act, Federal Labor Standards Act, Family Medical Leave Act, Health Insurance Portability and Accountability Act, Uniformed Services Employment and Reemployment Rights Act, Americans with Disabilities Act, Civil Rights Act, Equal Pay Act, Age Discrimination in Employment Act, National Labor Relations Act, etc.
• Prepares annual Affirmative Action Plan and Goals for the site, tracks progress and ensures compliance.
• Responds to OFCCP surveys, monitor and audit requests.
• Directs all payroll processes, assuring that charging and processing controls are implemented and maintained.
• Maintains local petty cash fund and travelers checks in accordance with Company policies and procedures. Prepare monthly replenishment report.
• Approves requests for uniform reimbursements, travel claims, and purchases of all indirect supplies.
• Complies with the Program Management Offices reporting requirements.
• Directs and ensures that custodial functions are performed in Company controlled spaces.
• Maintains necessary working relationships with site divisional counterparts.
• Maintains close liaison with the Site Manager on matters affecting site financial status and personnel.
• Acts as the Companys on-site Security and Key Control Officer. Maintains key accountability via a master key control list and annual inventory. Ensures that all new employees receive a security brief. Initiates requests to base Security for employee, vendor and visitor passes.
• Coordinates telephone repair and installation requests. Reviews and approves monthly telephone service and long-distance bills.
• Instructs assigned employees on proper methods and procedures as required.
• Assists in the Training Program as required for employees.
• Enforces all Company and Government regulations to ensure safety, security and preservation of Government and Company-owned equipment.
• Performs other reasonably related incidental duties when directed within the job classification.

QUALIFICATION STANDARDS

• Bachelors Degree preferred or equivalent experience in Business Administration, Accounting, or other related field, two (2) years experience in government contracting. Must be proficient in computerized spreadsheet application and word processing.
• Extensive working knowledge of Company organization and policies.
• Must have a working knowledge of Collective Bargaining and the National Labor Relations Act.
• Must have a working knowledge of the Service Contract Act.
• Must meet any other qualification standards imposed by the government contract not covered by this agreement.

PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS

• This classification activity is usually accomplished in an office-like environment and as such requires the scope of physical movements and postures normally associated with office activities.
• May occasionally be required to lift objects whose weight exceeds 30 pounds.

Work Environment:

• The diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment that is typical of an office setting.
• May be required to work in areas where high noise hazards prevail.
• May be exposed to fumes or airborne particles.
• May be exposed to electrical shock hazards.
