Role Introduction
Reports to: Head of Aviation Medicine
The Aviation Medicine Team (AVM) of our Group Medical Department (GMD) is responsible for setting aviation medical policies and procedures for passenger medical clearances, pilot pre-employment and licensing medical examinations as well as aviation industry medical issues. It is also responsible for interfacing with Hong Kong Civil Aviation Department (HKCAD), cross checking of document and communication with HKCAD to ensure regulatory compliance. This position would execute all the administrative tasks including budget and to liaise with other internal department as well as external parties such as external medical consultants and HKCAD to support all operation of the team. This position is also responsible for monitoring productivity of AvMed team and to identify area of improvement. It will also participate and support of any ad hoc projects including but not limited to the medical record digitalization and PLIS system.
Key Responsibilities
Providing administrative support for the team including:
- Facilitate communication and providing administrative support such as preparing reports and data analysis for the AvMed doctors to work with:
- Flight Operations department on fit-to-fly notification to crew control
- Talent Acquisition Team on pre-employment assessment;
- Insurers on loss of licence cases
- Hong Kong Civil Aviation Department (‘HKCAD’) and,
- External Consultants
- Cross check, prepare and follow up with all types of reports for the doctors after review of the most updated licensing information and limitations; including pilot recruitment screening form (MIC); medical clearance reports, referral letters to specialists and follow up letters on Direct Entry First Officer (‘DEFO’) / Cadet pilots; loss of license case, Drug and Alcohol cases reports
- Provide statistical analysis for pilot sickness pattern analysis
- Support all safe keeping, storage and filing of medical record in accordance with the Hong Kong Medical Council guideline
- Provide smooth coordination by arranging and setting up appointment, duty travel bookings and expenses claim, overseas medical appointment for pilots, mail distribution
Medical Services billing and budget
- Verifying invoices from medical services providers including clinical psychologist, psychiatrist and AOD rehabilitation facility and liaise with relevant party for the payment
- Preparing the annual budget and quarterly forecasting information; gathering and organizing financial information; monitoring expenditures; identifying variance; implementing corrective actions
Medical Services Improvement initiatives
- Work with GMD (AvMed and OH) team to identify areas of improvement
- Assist to identify new initiatives that help improve medical service and save medical costs
- Participate in analysing, tracking of team productivity and monitoring of expenses to ensure compliance of the company policy
- Establish long-term working relationships with medical service suppliers, e.g.Talbott Recovery centre and ISOS and to identify areas of improvement for delivery of medical services to Cathay
Support and coordinating the ad hoc projects including but not limited to the following:
- Medical record digitalization project and scanning of medical record project
- Support and supervise initial medical record categorization to facilitate appropriate scanning of medical record into the new system
- Monitor the progress and provide feedback of any identified area for improvement
- HKCAD PLIS system
- Liaise with the AvMed doctor and HKCAD and to identify areas for improvement
- Monitor the feedback and enhancement from HKCAD
Requirements
- Minimum Form 5/DSE standard with a pass in English (Syllabus B)
- At least 3 years’ relevant experience in an administrative / secretarial/project officer capacity
- High level of integrity and sensitivity in dealing with confidential matters
- Previous working experience at hospital or medical clinic an advantages
- Excellent command of spoken and written English. Spoken and written Chinese (Cantonese and/or Putonghua) is an advantage, but not a must
- Excellent interpersonal and communication skills with the ability to interact in a multicultural environment
- Excellent problem solving, planning and organization skills. Able to independently manage and prioritize multiple tasks within defined time constraints
- High proficiency in MS office suites is essential
